Carroll is a distinguished member of the Houston bar, having practiced corporate law for 41 years with the law firm of Locke Lord Bissell & Liddell (formerly Locke Liddell & Sapp). As many scenic advocates know, Carroll is Founding Chairman of both Trees for Houston and Scenic Houston. He is also past chairman of Scenic Texas, Billboards Limited and Scenic America, Inc.

Carroll’s other civic volunteer commitments include service as past president of the Boulevard Oaks Civic Association; committee director for the South Main Center Association; past director of the Institute of Religion and long-standing member of the Braeburn Country Club, the Houston Club and the Downtown Club. He is also a longtime active member of Christ the King Lutheran Church.
